As a two-time cancer survivor, Dave knows firsthand what it means to depend on quality care when it matters most, waiting on a diagnosis, trusting a doctor with decisions that affect your whole family, and needing a system that shows up when you need it instead of getting in the way. At the end of the day, health care isn't really an argument about insurance policy. It's about whether you and your family will be okay when it matters most, and that's the question every part of Dave's plan is built to answer.
Absolute Price Transparency
When a hospital and an insurance company negotiate a price behind closed doors, the patient never gets a chance to shop around, they just get whatever bill lands in their mailbox weeks later. Dave supports requiring hospitals and insurers to post real, usable prices before a procedure happens, so a patients can compare costs at face value, the same way they'd compare prices on anything else they pay for out of pocket.
Health Savings Accounts Paired with Catastrophic Coverage
Most families don't need a plan that covers every visit but comes with a $1,200 monthly premium attached. Dave supports expanding access to Health Savings Accounts paired with low-cost catastrophic coverage, letting families keep more of their paycheck month to month while still being protected if something serious happens. It rewards saving instead of penalizing it, and puts the decision back with the patient instead of an insurance company.
Ending Subsidies for Insurance Giants
Some of the largest insurance companies in the country collect billions in federal subsidies every year, and those savings rarely make it back to the people paying premiums. Dave supports ending corporate subsidies for insurance giants so competition, not a government backstop, is what keeps prices in check.
Protecting America's Medical Research Edge
The United States leads the world in medical research, and that's the result of decades of investment in the people and institutions doing the work. Dave will fight to protect that research base so the next breakthrough treatment, the next cure, gets discovered here at home instead of overseas.
Closing Virginia's Rural Health Care Gap
Nearly 55% of rural Virginia localities are federal Primary Care Health Professional Shortage Areas, and 44% of the state's census tracts lack adequate primary care access. In more than one in five rural Virginia counties, there wasn't a single behavioral health prescriber as of 2022, and rural Virginians face a median drive of nearly an hour just to reach substance-use treatment. Dave supports loan repayment and workforce incentive programs to bring more doctors and dentists to rural Virginia, and expanding telehealth access for families in Fauquier, Rappahannock, and western Loudoun.
Keeping Rural Hospitals Open
Rappahannock County doesn't have a hospital of its own. Residents already drive to Warrenton or Culpeper for anything beyond basic care, and the county has had to build its own community paramedicine program and defibrillator network just to cover the gap. Dave will fight to make sure community hospitals and clinics like Fauquier Health have the support they need to stay open, fully staffed, and able to serve the entire district, not just the areas closest to population centers.
Timely Care for Our Veterans
After 30 years in the Air Force, Dave has seen firsthand how much red tape stands between veterans and the care they earned. He's committed to holding the VA accountable and cutting through the backlog so veterans in VA-10 get timely, high-quality care instead of a months-long wait.
Supporting Crisis Pregnancy Centers
Dave is a Christian and pro-life, and he believes that conviction comes with a responsibility to support women at every stage of pregnancy, not just before birth. He supports crisis pregnancy centers across VA-10 that offer free medical care, counseling, and resources to women facing an unplanned pregnancy, so that choosing life also comes with real support behind it.
